    The Health Estates Directorate

    Health Estates provides a dedicated service to all of the Department of Health's arm’s length bodies (ALBs), including the six Health and Social Care Trusts and the Northern Ireland Fire and Rescue Service (NIFRS), facilitating the strategic capital development of the healthcare estate through long-established partnerships with key stakeholders.

    It delivers a comprehensive construction procurement service for capital projects from inception to completion. The capital portfolio has a value of approximately £2 billion.

    It is led by its Director, Philip McClay; and comprises six subdivisions:

    • Estates Development 1 (ED1): headed by Ian Young, has responsibility for the Northern and Western Trusts.
    • Estates Development 2 (ED2): headed by Katherine Hanratty, has responsibility for the Belfast Trust.
    • Estates Development 3 (ED3): headed by Joseph Smyth, has responsibility for the Southern and South Eastern Trusts, NIAS and NIFRS.
    • Procurement Standards and Cost Advisory (PSCA): headed by Ryan McCauley, is primarily a QS branch; responsible for preparing budget costs at any and all business case stages, for preparing monthly cost profiles and for provision of policy and oversight in relation to capital procurement.
    • Sustainability, Engineering and Estates Safety (SEES): headed by David Wilson, its responsible for provision of policy and oversight in relation to Sustainability, Decontamination of Reusable Surgical Instruments, and Medical Device & Estates Safety.
    • Property Management Branch (PMB): headed by Paula Jones, provides timely and accurate property management advice to DoH and Trust/ALB colleagues.
