    This legislation is a small part of a worldwide legal structure designed to monitor the trade in licit substances that can be used in the manufacture of illegal drugs ('precursors') to prevent their leakage on to the illicit market or for illicit purposes.It will support EU legislation that is already in place to implement the 1988 UN Convention Against Illicit Traffic in Narcotic Drugs and Psychotropic substances at European Union level.
