The purpose of this circular is to update the guidance on change or withdrawal of services. These changes reflect the criteria recommended by the Expert Panel in their report ‘Systems not Structures – Changing Health and Social Care’ to be used when assessing the sustainability of vulnerable services, and as referenced in ‘Health and Wellbeing 2026: Delivering Together’.
