    The Department is concerned to ensure that social workers and other front line service providers such as General Practitioners, community nurses, hospital staff and those in educational settings are fully aware of the responsibilities of Health and Social Care Trusts (Trusts) toward privately fostered children in Northern Ireland, including children from overseas who are living with people who are not their parents or close relatives. 

    This circular sets out the responsibilities of Trusts in relation to such children. The Children (NI) Order 1995 Guidance and Regulations Volume 3 – “Family Placements and Private Fostering” (the Children Order Guidance, volume 3) provides detailed guidance on private fostering situations.
