Reappointment of Three Non-Executive Directors to the Southern Health and Social Care Trust Board

The Department of Health has announced the reappointment of three Non-Executive Directors to the Southern Health and Social Care Trust.

Mrs Hilary McCartan (Finance), Ms Eileen Mullan (Lay) and Mr John Wilkinson (Lay)  have been reappointed from 15 February 2020 to a date not later than 14 February 2024.

The Non-Executive Director role attracts a remuneration of £8,283 per annum and carries a time commitment of 1 day per week.

The Southern HSC Trust is one of five Trusts established as statutorily separate organisations within the HSC family, responsible for the delivery of responsive and effective health and care services and for the ownership and management of hospitals and other establishments and facilities.  They provide health and social care services against Ministerial priorities, standards and targets and are performance managed by the Department and the HSC Board. Services will be provided as specified in contracts with the commissioners of health and social care services, namely the HSC Board. 

All appointments are made on merit and political activity plays no part in the selection process. All appointees declared they had not engaged in any political activity in the last five years.

The appointments are made in accordance with the Code of Practice issued by the Commissioner for Public Appointments for NI.

  1. Mrs Hilary McCartan – Mrs Hilary McCartan lives in Belfast and is a chartered accountant by profession. Mrs McCartan has held a number of senior management posts in the private sector including the role of Finance Director and non-executive roles in the public sector. She is currently a Non-Executive Member of Northern Ireland Transport Holding Company.
  1. Ms Eileen Mullan – Eileen is a trusted expert in governance and has transformed organisations across the public, voluntary and private sectors. She is a highly-accomplished trainer, award winning Chair, Board Advisor, facilitator and mediator. She holds Non-Executive roles within Health, Regulation and Community Funding. Never shying away from a challenge, Eileen ticked delivering a TEDx Talk off her bucket list and her idea worth sharing was “make time for what matters to you”.
  1. Mr John Wilkinson - Mr Wilkinson received an OBE for services to Education. He is a former Principal of Dromore High School.  He is also a former Board Member of the Southern Education and Library Board, C2k Project Board and the Northern Ireland Curriculum and Examination Council. Recently he was appointed to the General Teacher’s Council of Northern Ireland. He is also a member of the Transferor Representative Council. Mr Wilkinson currently provides a service to schools as an Education Consultant and is employed by the Education Authority, CCMS and the Controlled Schools Support Council as an Education Associate. Mr Wilkinson currently provides a service to schools as an Education Consultant and is employed by the Education Authority as an Education Associate.
  1. These reappointments were made with the approval of the Permanent Secretary of the Department of Health prior to the appointment of Minister Swann.  There are no specific qualifications required for these appointments.
