  • Reappointment of Finance Non-Executive Director to the Belfast Health and Social Care Trust

    The Department of Health has announced the reappointment of a Finance Non-Executive Director to the Belfast Health and Social Care Trust (BHSCT).

    Mr Gordon Smyth has been reappointed from 5 April 2020 to a date not later than 4 April 2024. The Non-Executive Director role attracts a remuneration of £8,283 per annum and carries a time commitment of 1 day per week.

    This appointment has been made in accordance with the Code of Practice issued by the Commissioner for Public Appointments for NI.

    The BHSCT is one of five Trusts established as statutorily separate organisations within the HSC family, responsible for the delivery of responsive and effective health and care services and for the ownership and management of hospitals and other establishments and facilities. They provide health and social care services against Ministerial priorities, standards and targets and are performance managed by the Department and the Health and Social Care Board (HSCB). Services will be provided as specified in contracts with the commissioners of health and social care services, namely the HSCB.

    The Board of the BHSCT is made up of 13 Members, comprising 5 Executive Directors, including the Chief Executive, a Non-Executive Chair and 7 Non-Executive Directors.

    1. Mr Gordon Smyth lives in Ballymoney and has spent most of his career in the Northern Ireland banking sector where he gained 28 years management experience from working in both head office and the branch network. He is currently Chief Executive of the Ulster Federation of Credit Unions and was appointed to modernise the organisation by improving governance standards and bringing about both cultural and organisational change. Gordon has been Chair of the Audit Committee at the Belfast Health & Social Care Trust since his appointment as Non-Executive Financial Director in April 2016. He holds one other current public appointment.  From April 2014 he has been the Non-Executive Finance Board member of the NI Fire and Rescue Service, and Chair of its Audit, Risk and Governance Committee since October 2014; this position attracts a remuneration of £6,202 per annum. He is also a former board member of the NI Medical & Dental Training Agency.
    2. This reappointment was made with the approval of the Permanent Secretary of the Department of Health prior to Minister Swann being appointed.  There are no specific qualifications required for this appointment.
       
    3. All appointments are made on merit and political activity plays no part in the selection process. Mr Smyth declared that he had not engaged in any political activity in the last five years.
