  • Re-appointment of three Non-Executive Members of the Health and Social Care Regulation and Quality Improvement Authority

    Health Minister, Simon Hamilton today announced the re-appointment, for a second four year term, of three Non-Executive Members (one Lay, one Financial, and one Legal Member) to the Regulations & Quality Improvement Authority (RQIA).

    They are: Mrs. Sarah Havlin (Legal Member); Mr. Denis Power (Financial Member); and Ms Lindsey Smith (Lay Member).

    The re-appointments are made in accordance with the Code of Practice issued by the Commissioner for Public Appointments for Northern Ireland, are for a four-year term from 19 December 2015.

    The board of RQIA comprises of a Non-Executive Chair and twelve Non-Executive Members.

    Notes to editors:

    1. Mrs. Sarah Havlin was appointed to RQIA's Board in December 2011 for a four-year term. Sarah is a solicitor by profession, and is currently the Northern Ireland Certification Officer for Trade Unions and Employers' Associations. She is also a member of the Parades Commission and a non-executive director of the Agri-Food and Biosciences Institute.
    2. Mr. Denis Power was appointed to RQIA's Board in December 2011 for a four-year term, and is chair of RQIA's Audit Committee. Prior to his retirement, Denis held senior management positions in the banking sector. He is currently a trustee of Titanic Foundation Ltd, and a director of Springboard Opportunities Ltd, and chairs the audit and risk committees in both organisations.
    3. Ms. Lindsey Smith was appointed to RQIA's Board in December 2011 for a four-year term, and is a member of RQIA's Audit Committee. Lindsey is a self-employed organisational development consultant, executive coach and experienced facilitator, and a part-time associate lecturer at Ulster University and Queens University, Belfast. Lindsey is also a board member for the Health and Safety Executive Northern Ireland.
    4. Non-Executive Members of the Health and Social Care Regulation and Quality Improvement Authority (RQIA) receive an annual remuneration of £5,962.
    5. The re-appointment was made with the approval of the Minister for Health, Social Services and Public Safety. There are no specific qualifications for appointment.
    6. All appointments are made on merit and political activity plays no part in the selection process. However, the Commissioner for Public Appointments for Northern Ireland requires the political activity of appointees to be published. All Appointees declared that they have not engaged in political activity in the last five years.
