  • Non-Executive Directors appointed by the Department of Health

    Andrew Magowan and Jim McCooe have been appointed as independent, Non-Executive Director (NED) Members to the Departmental Board of the Department of Health and as Members of the Departmental Audit and Risk Assurance Committee (DARAC). Jim McCooe will also Chair the DARAC.

    The appointments are for a period of three years, from 1 October 2022. Appointments may be extended up to a maximum total term of six years.

    The primary role of a NED is to contribute to the good governance of the Department. NEDs offer oversight and constructive challenge across the Department’s business, with a view to ensuring that all aspects of strategy and delivery of policy are scrutinised for effectiveness and efficiency.

    Notes to editors:

    1. Mr Magowan is a qualified solicitor with over 15 years’ experience within Boardrooms and executive committees, most recently with Berry Bros & Rudd as General Counsel and Director of Sustainability and prior to that with ASOS Plc as General Counsel & Company Secretary. 
    1. Mr McCooe is a senior executive with over 18 years’ experience operating at Boardroom level in regulated organisations. He is currently employed by Lloyds Banking Group as Head of Group Executive Complaints for Lloyds Group and Head of Customer Contact for its Belfast operation.
    1. The Departmental Board comprises of the following members:
    • Permanent Secretary (Chair);
    • Four Deputy Secretaries;
    • Chief Medical Officer;
    • Chief Digital Information Officer;
    • Finance Director; and
    • Two Non-Executive Members.
