Extensions to the Terms of Appointment of 3 Non-Executive Directors to the Business Services Organisation

The Non-Executive appointments of Robin McClelland, Alan Hanna and Gregory Irwin to the Business Services Organisation (BSO) have been extended for a period of 2 months from 1st April 2017.

These appointments carry a time commitment of 3 days per month and attract an annual remuneration of £5,402.

Notes to editors: 

1.  The Business Services Organisation provides a broad range of support functions for the health and social care service, bringing together services which are common to bodies or persons engaged in providing health or social services which include:

  • Administrative support, advice and assistance;
  • Financial services;Human resource, personnel and corporate services;
  • Training;
  • Estate management and maintenance of buildings, equipment and land;
  • Information Technology, and Information Management;
  • Procurement of goods and services;
  • Legal services; and
  • Contractual compliance, internal audit and fraud prevention.

2.  The board of the BSO comprises of four executive members, a Non-Executive Chair and eight Non-Executive Directors, including one Trade Union representative and 7 Lay Members.

3.  All appointments are made on merit and political activity plays no part in the selection process. However, the Commissioner for Public Appointments for Northern Ireland requires the political activity of appointees to be published. All three Non Executive Directors have declared that they have not engaged in any political activity.

4.  Details of Appointees:
Alan Hanna was appointed to the inaugural board of the Business Services Organisation in 2009. He has also served on the Boards of Ulster Supported Employment Limited, Green Park Healthcare Trust and the Northern Ireland Fire and Rescue Service. After holding a series of senior positions in the voluntary sector, Alan now works in a variety of positions as an Interim Executive, Consultant and Non-Executive Director. He brings this experience to the BSO Board encouraging sound governance while also promoting the development of the organisation.

Mr Robin McClelland retired in 2013 after ten and a half years as a Higher Executive Officer with the NI Public Service Alliance (NI PSA), during which time he held posts as personnel and facilities manager and as a negotiating official.  From 1991 to 2002 he was employed as Staff Side Officer, providing secretariat support to all of the Trade Unions in the Health and Social Care service in Northern Ireland. 

Mr Gregory (Greg) Irwin MSSc MBA is currently Board Secretary/Head of Strategy and Communications with the Utility Regulator. Previously he was the Assistant Director at the Food Standards Agency Northern Ireland (including a year on secondment as Executive Director of Corporate and Consumer Services at the New South Wales Food Authority). He was also head of a business unit at the Central Services Agency and was formerly a member of the HPSS Research Ethics Committee. He has served on the BSO Board since 1 April 2009. He was the inaugural Chairman of the BSO’s Business and Development Committee between 2015 and 2017 and has also served as a member of the Remuneration and Terms of Service Committee.
