  • Extension to the term of office of a non-executive member of the Health and Social Care Board

    Health Minister Robin Swann, has announced the extension to the term of a Non-Executive Member of the Health and Social Care Board (HSCB).  The HSCB arranges health and social services to meet the needs of the population of Northern Ireland.

    Stephanie Lowry’s appointment as Non-Executive Finance Member has been extended from 15 April 2021 to a date not later than 31 March 2022.

    Mrs. Lowry’s appointment has been made in accordance with the Code of Practice issued by the Commissioner for Public Appointments for Northern Ireland.

    The HSCB Non-Executive Member position attracts an annual remuneration of £9,371 with a time commitment of 5 days per month.

    The Board of the HSCB is made up of five Executive Directors including the Chief Executive, a Non-Executive Chair and seven Non-Executive Directors.

    1. Mrs Stephanie Lowry has almost 40 years’ experience working in both the private and public sector throughout her career. She has held several public appointments in a variety of areas, including Independent Board Member with the Department of Culture, Arts and Leisure; Deputy Chair of the Health and Safety Executive and she was a member of the Office of the First Minister and Deputy First Minister (OFMDFM) Audit Committee and an Independent Assessor for Public Appointments.
    2. Appointments to the HSCB are made with the approval of the Health Minister.
    3. All appointments are made on merit and political activity plays no part in the selection process. However, the Commissioner for Public Appointments for Northern Ireland requires the political activity of appointees to be published.  The appointee has declared that she has not engaged in any political activity in the last five years.
    4. Legislation is currently being considered to close the HSCB with effect from 1 April 2022. At that point the staff and functions of the HSCB will migrate to the oversight and management of the Department of Health.
