Extension to the Term of Appointment of a Non-Executive Member to the Northern Ireland Social Care Council

The Department of Health has announced an extension to the term of appointment of a Non-Executive (Stakeholder) Member to the Northern Ireland Social Care Council (NISCC).

Ms Anne O’ Reilly’s extension commenced on 1 March 2023 and will end on a date not later than 30 September 2023.

The NISCC Non-Executive Member position attracts an annual remuneration of £6,979 with a time commitment of 2 days per month.

This extension is made in accordance with the Code of Practice issued by the Commissioner for Public Appointments for Northern Ireland.

NISCC was established by the Department of Health to support high quality standards of social work and social care. The NISCC regulates workforce standards and promotes continuous training and learning of its members. 

The NISCC Board comprises the Chair, 12 Non-Executive Members and 3 Executive Members (including the Chief Executive).

  1. Mrs Anne O’Reilly has been a Non-Executive Member of NISCC since 2014 and Chairs its workforce development group. She is also a Non-Executive Director for the Belfast Health and Social Care Trust. This post attracts a remuneration of £8,727 with a time commitment of 1 day per week. In the Trust she Chairs the Social Care Committee, with a governance role in respect of Trust Corporate parent responsibilities and wider statutory duties and also takes a lead role on PPI and Carers. Anne is also a Foster Carer. She has a long track record of work in the voluntary sector primarily at CEO level and now in a voluntary capacity with women’s’ sector organisations. In 2015 she was awarded an OBE for services to older people and to the voluntary sector. Her other roles include Chair of a Regional Unscheduled service user and carer group involved in urgent and emergency care working with key leaders in DOH/SPPG, local Trusts and Primary Care.
  2. Appointments to NISCC are made with the approval of the Department of Health.
  3. All appointments are made on merit and political activity plays no part in the selection process. However, the Commissioner for Public Appointments for Northern Ireland requires the political activity of appointees to be published.  The appointee has declared that she has not engaged in any political activity in the last five years.
