Appointment of three Non-Executive Members to the Northern Ireland Medical and Dental Training Agency

Health Minster Robin Swann, has announced the appointment of three new Non-Executive Members to the Northern Ireland Medical and Dental Training Agency (NIMDTA).

Mr Brendan Garland ’s appointment as Non-Executive (Finance)) Member and Mrs Geraldine Campbell’s appointment as Non- Executive (Lay) Member  both commenced on 1 September 2021 to a date not later than 31 August 2025. Mr Hall Graham’s appointment as Non-Executive (Dental) Member will commence on 1 October 2021 to a date not later than 30 September 2025.

NIMDTA’s Non-Executive Member position attracts an annual remuneration of £3,203 with a time commitment of 20 days per annum.

These appointments have been made in accordance with the Code of Practice issued by the Commissioner for Public Appointments for Northern Ireland.

NIMDTA is an Arm’s Length Body sponsored by the Department of Health to train postgraduate medical and dental professionals for Northern Ireland (NI). NIMDTA organises, promotes and oversees postgraduate medical and dental education and training throughout NI. It recruits, selects and allocates doctors and dentists to foundation, core and specialty training programmes. It aims to provide trainees with a wide range of excellent opportunities to gain competence, maximising their potential to complete training successfully so that they can be appointed to permanent posts in NI.

The NIMDTA Board comprises a Non-Executive Chair and 5 Non-Executive Members.

1.    Mr Brendan Garland is a graduate of Queen’s University Belfast with B.Ed Hons Education, a MSc in Computer Science and from the University of Ulster and a LLB Hons in Law and Government. Brendan has over 30 years experience in Senior Management and Chief Executive/Director Positions. He spent 10 years with Andersen Consulting/Accenture working in International IT and Management Consulting. For 20 years he was CEO of the General Council of the Bar of Northern Ireland, the regulatory and representative body for barristers in Northern Ireland. He has particular experience as a CEO/ MD and Responsible Person in the Health and Social Care Sector having worked as CEO for Extra Care for Elderly People Ltd and currently as Managing Director at Trackars Healthcare Ltd. Brendan is a Non-Executive Member of the Council of the Pharmaceutical Society of Northern Ireland remunerated by an attendance fee (attendance at meetings up to 4 hours duration attracts a fee of £118 and meetings over 4 hours £235. Training and induction days attract a fee of £118)  

2.    Mr Hall Graham was educated at Rainey Endowed School Magherafelt and at Queens University Belfast. He has a BDS Queens University Belfast 1982, FDSRCPS Glasgow 1986 and a MSc Dental Public Health University College London 2007. On qualification, he worked in the Belfast Dental School in both restorative dentistry and oral surgery and continued in a part time undergraduate teaching role until December 2018. From 1987- 2002, he worked as a General Dental Practitioner in Randalstown and then in Finaghy, Belfast. In 2002, he was appointed as Dental Advisor in the Eastern Health and Social Care Board and then joined the Regulation and Quality Improvement Authority in 2007 as Primary Care Advisor. He retired from RQIA in December 2018 as an Assistant Director. He continues to be on the RQIA bank staff. He was appointed in 2015 as a Dental Member of the General Dental Council Fitness to Practise Panel and continues in that role. Presently he is a Leadership Centre Associate and also works as a sessional dental advisor in the strategic development of emergency dental care arrangements for the HSC Board.

3.    Mrs Geraldine Campbell is an experienced Non-Executive Director and public appointee, who has worked across a number of sectors and organisations representing the public interest. She has a deep understanding of the regulation and development of professionals, particularly as applied to those professionals who work within the Health and Social Care sector. She has been a Non-Executive Director of three professional regulators – regulating the social care workforce in Northern Ireland and both the Osteopathic profession and the Dental profession across the UK.  Geraldine joins NIMDTA board with a wealth of knowledge of the organisation’s role having provided an independent lay perspective in their processes since 2012. As such, she has been involved in the recruitment and annual review of competency progression of doctors- in- training in Northern Ireland. She has also been a member of the visit team for quality assuring medical training opportunities in the hospital setting.

4.    Appointments to NIMDTA are made with the approval of the Health Minister.

5.    All public appointments are made on merit and political activity plays no part in the selection process. However, the Commissioner for Public Appointments for Northern Ireland requires the political activity of appointees to be published. Mr Brendan Garland, Mr Hall Graham and Mrs Geraldine Campbell have declared that they have not engaged in any political activity in the last five years.
