Appointment of one non-executive director to the Western Health and Social Care Trust

Health Minister Michelle O’Neill today announced the appointment of Dr Catherine O’Mullan as a Non-Executive Director to the Western Health and Social Care Trust (WHSCT) for a four year term from 1 October 2016 to 30 September 2020.

WHSCT Non-Executive Director appointments carry a time commitment of one day per week and attract an annual remuneration of £7,960

The Western HSCT is one of five HSC Trusts established in 2007 responsible for the delivery of responsive and effective health and care services and for the ownership and management of hospitals and other establishments and facilities.

Each HSC Trust is managed directly by a Board of Directors which has corporate responsibility for its operation. The Board is made up of five Executive Directors and seven Non-Executive Directors and a Non-Executive Chair. Executive Directors and Non-Executive directors are full and equal members of the Board.

The appointments are made in accordance with the Code of Practice issued by the Commissioner for Public Appointments for NI. A selection panel, which included an Independent Assessor as required by the Commissioner’s Code, considered the suitability of all candidates. The final decision on the appointment rested with the Minister.

  1. Dr Catherine O’Mullan

    Dr Catherine O’Mullan has recently retired as Vice Principal/Director of Curriculum Northern Regional College. She worked for over 30 years in the Further and Higher Education sector where she led the development of strategic partnerships with a range of stakeholders including the post primary and business and industry to develop bespoke skills training. Her professional interests include promoting the parity of esteem of professional and technical qualifications alongside traditional qualifications. Dr O’Mullan was a member of the Ofqual Regulation of Vocational Qualification (NI) Committee and the Ofqual Innovation Advisory Board (UK) and the Learning and Skills Improvement Service (LSIS) NOS Steering Group. Most recently Dr O’Mullan was a member of the Expert Group convened to examine the future of qualifications in the north of Ireland and currently she sits on the Board of Trustees of W5, the Odyssey Trust Company and is interim vice chair of SportNi.  Dr O’Mullan is also a member of the Institute of Directors.

  2. The appointment was made with the approval of the Minister for Health. There are no specific qualifications for appointment. 
  3. All appointments are made on merit and political activity plays no part in the selection process. Dr O’Mullan has declared she has not engaged in any political activity in the last five years.
