Appointment of a Non-Executive Member to the Business Services Organisation

Health Minister, Robin Swann has announced the appointment of a Non-Executive Member to the Business Services Organisation (BSO).

Linus McLaughlin has been appointed as a Non-Executive Lay Member. His appointment commenced on 1 March 2024 and will end on a date not later than 29 February 2028.

The BSO Non-Executive Member position attracts remuneration of £6,030 per annum with a time commitment of three days per month.

 This appointment is made in accordance with the Code of Practice issued by the Commissioner for Public Appointments for Northern Ireland.

BSO is a Non-Departmental Public Body which came into existence on 1 April 2009. Its services are provided to ten Arm’s Length Bodies of the Department of Health and to the Northern Ireland Fire and Rescue Service, as well as to the six HSC Trusts. It also delivers services from a number of satellite offices located throughout Northern Ireland.

The Board of the BSO consists of nine Non-Executive Members including the Chair and four Executive Members including the Chief Executive.

Linus McLaughlin has enjoyed an extensive career within Health and Social Care with over 30 years’ experience working in the public sector, having previously worked in the private finance sector. He joined the Western Health and Social Services Board in 1991 as a Certified Accountant in Internal Audit and has worked, at Board and HSC Trust level, in Finance, Business Management, Commissioning and in the Service Delivery Unit, before joining the Health and Social Care Board Performance Management and Service Improvement Directorate when it was established in 2009. He retired in 2022. Over his career Linus has chaired a number of major reviews including the panel of experts who advised on the review of Emergency Response and Transfer Arrangements in Fermanagh and West Tyrone and, the Regional Audiology Forum, and the development of Quality Standards for Paediatric Audiology Services for Northern Ireland.

  1. All appointments are made on merit and political activity plays no part in the selection process. However, the Commissioner for Public Appointments for Northern Ireland requires the political activity of appointees to be published. The appointee has declared that he has not engaged in any political activity in the last five years.
