Why we are consulting
The proposals for a regional Care and Justice Campus represent a significant change to the way in which we support those children and young people who require time within a secure environment and following their reintegration back into the community.
The proposals detailed in the consultation document extend beyond the secure setting, to encompass wider community-based interventions. It is envisaged that a regional Care and Justice Campus will comprise (i) a Secure Care Centre made up of the existing Woodlands and Lakewood sites; and (ii) multi-agency satellite provision, including a step-down facility and community-based provision. The consultation seeks your views on these service design proposals and on key principles which will underpin the operation of the Campus.
A child-friendly version of the consultation document, along with a short animation explaining the proposals, is currently being finalised. This will be added to this page as soon as it is available.

For this consultation, we may publish all responses except for those where the respondent indicates that they are an individual acting in a private capacity (e.g. a member of the public). All responses from organisations and individuals responding in a professional capacity will be published. We will remove email addresses and telephone numbers from these responses; but apart from this, we will publish them in full. Your response, and all other responses to this consultation, may also be disclosed on request in accordance with the Freedom of Information Act 2000 (FOIA) and the Environmental Information Regulations 2004 (EIR); however all disclosures will be in line with the requirements of the Data Protection Act 2018 (DPA) and the General Data Protection Regulation (GDPR) (EU) 2016/679 .
