Summary

The Department of Health, Social Services and Public Safety consulted on amendments to the Controlled Drugs (Supervision of Management and Use) Regulations (Northern Ireland) 2009 (“the Regulations”). The Regulations were designed to improve controlled drug governance without hindering patient access to the treatment they needed. As far as possible the Regulations replicated those in force in England, Scotland and Wales and have not been subject to amendment until now. England and Scotland reviewed their equivalent legislation and a range of additional governance arrangements were introduced. These additional arrangements were considered in the context of Northern Ireland healthcare services and amendments proposed. The Department also used the proposed ammendments to update legislative references and to make other minor technical corrections.
