Summary
No new Clinical Excellence Awards were made during the period of the public sector pay freeze of 2010/11 and 2011/12, on the basis that they were deemed to be part of pay. This decision was upheld at a Judicial Review hearing in November 2012. Following the end of the pay freeze, applications were invited for a higher awards round in respect of 2012/13, although no new awards have been made. In light of the exceptionally challenging financial situation, the Minister is considering Clinical Excellence Awards within the overall context of the current financial pressures.

Consultation description
The Minister has not as yet made a decision concerning payment of new awards in respect of 2012/13 or 2013/14, and I am writing to invite your comments to help inform a decision to make or not to make any new awards in respect of these two years.
Responses must be received no later than 5pm on Monday 16th February 2015.
