Reappointments of Non – Executive Members of the Health and Social Care Regulation and Quality Improvement Authority (RQIA)

The Non- Executive Reappointments of Patricia O’Callaghan and Professor Mary McColgan for a second four year term to the Regulation and Quality Improvement Authority (RQIA) will commence from 22nd April 2017.

The reappointments carry a time commitment of 2-3 days per month and attract an annual remuneration of £5,962.

The board of RQIA is comprised of a Non-Executive Chair and twelve Non- Executive Members and is the independent body responsible for monitoring and inspecting the availability and quality of health and social care services in Northern Ireland, and encouraging improvements in the quality of those services.  RQIA’s role is to ensure that health and social care services in Northern Ireland are accessible, well managed and meet the required standards.

RQIA was established under The Health and Personal Social Services (Quality, Improvement and Regulation) (Northern Ireland) Order 2003. 

These appointments are made in accordance with the Code of Practice issued by the Commissioner for Public Appointments for Northern Ireland. The final decision on the reappointments rested with the Minister.

  2. All appointments are made on merit and political activity plays no part in the selection process however all of those appointed declared no political activity.

  4. Miss Patricia O’Callaghan was appointed to RQIA Board in April 2013 and she is a member of RQIA Audit Committee and the appointment panel for Part 2 and Second opinion doctors. Miss O’Callaghan is a registered nurse with significant health service experience; she was Director of Nursing and Clinical Effectiveness at the former Green Park Health Care Trust.  Prior to her retirement, Patricia was Director of Head and Skeletal Services at the Belfast Health and Social Care Trust. She also a member of the Industrial Court for the Department for the Economy and the Agricultural Wages Board for the Department of Agriculture Environment and Rural Affairs.
